The Advocacy Coalition Framework (ACF) is an actor-based framework to analyze policy change over an extended period of time. The review is based on 41 empirical applications and existing theoretical debates. The framework accounts for long-lasting value conflicts in natural resource policy across multitude geographical domains and political systems.
